I don't know if those oil tankers were transporting oil before entering Lake Michigan. Don't think any articles mentioned what they were doing before they were caught filling up on water.

Yes, ships have been caught taking on Lake Michigan water. Each state legislature has been forced to pass laws to protect the largest supply of fresh water in the world. (the Great Lakes)
In 1999 Nova Group Ltd. obtained a permit from the Ontario government to export 600 millions litres of water annually from Lake Superior to Asia.
Water has been classed as a commodity under the North American Free Trade Agreement (NAFTA) since the 1980s.
